Cable Security seals
I found a good source for cable security seals. Actually, a new-found chastity friend clued me in on this source.

These are handy to have. If you have a belt with posts with cross holes, one of these will double as a permanent lock on the belt. Each is serial numbered and the only way to remove one is to destroy it. If you do that, your Keyholder KNOWS you came out of belt unauthorized.

I think you should add to your (not very useful nor safe) shield lock one these seals.

Seals make a lock not really necessary.

With just seals, they must be destroyed each time belt is removed.
With a lock, it is reusable. Problem with locks is wearer getting unauthorized access to key, or picking the lock and reinstalling lock before Keyholder discovers that.
If someone is going to be locked long term, or if the Keyholder is remote, then both systems (lock and security seal) offer more options. If wearer is caught being naughty and performing unathorized belt removals, then throwing a security seal on the belt is the fast answer to that behavior.
My opinion is the best belt has a lock AND security seal posts, affording greater flexibility in options to securing belt.

There are key safes with internet access, to allow the key holder to control access, but they are pricey. The only thing is price on security seals and keeping inventory of serial numbers. The ones I bought cost over $2.20 a piece once shipping was factored in. Of course, buying in bulk does reduce each unit price, but still...it can get costly if you are constantly removing them. This is why I said about long term wear, that would hold down the daily price of using them. (take unit price of one and divide by number of days in service will give you daily cost of using a security seal.)
Are they more economical than gettting a high security tubular lockset custom fitted on belt? (to prevent gorgons from picking the things) You would have to do cost/benefit analysis on that. If you unlock the high security lock more times in a given period than you would use security seals, then perhaps just the lock is better money spent.
If a girl is being belted 30-90 day stretches no outs, perhaps security seal is more economically friendly. That would be a rough stint in belt, though. That long without a let out for hygiene is opening door to other health problems, which would then FORCE a let out for medical reasons.
