Does the software have a feature to moderate new members first posts so they can't just join and spam forums with their adverts?

This is a problem and spam usually comes from the same users whit new name and IP.
Almost three different ads on copied items such as shoes, caps and bags.
Just rubbish and a way to fool customers.
