Assuming of course I am strong enough to operate the cutters.The steel is almost certainly only mild steel.

I shall, and yes, I'll post pictures of everything as they move forward. The bra and skirt are not here at the moment but next time I see the wearer I'll snap a few more pictures for you.
The shoulders straps will be either two links wide with links connecting them to spread the weight and if that doesn't work out "plan B" is to make multi-layer wide shoulder straps out of fabric with eyelets on each end, and attach that to the chain. It's a see how it goes type of thing.
The back closure could be done with a slew of padlocks, but then it's even heavier and more of a pain to lock it on and remove it. I was thinking maybe a stainless rod up the back that the chain links of both sides slip over, but I was worried about rigidity and poking. A corset busk could be used, but that would require some method of fastening the chain to the busk which could be done a few ways - eyelets for reinforcement, tig welding, epoxy, etc. What ever we use, I think ease of closure really matters.
Yes, the rib cage area will have enough room for the wearer to take a full breath. Most of the tightness is in the waist, like a corset. It's a restrictive outfit and intentionally obnoxious to wear by design, but the intention is not to suffocate the person or cause them permanent harm - just make their time in it "less pleasant".

The band around her back, that you see the ends of under her armpit,would be difficult for her to reach never mind to cut even if her wrists were free,no chance locked as shown.
The band around behind her upper legs must make this a STAND UP only type of garment, punishment or torture maybe both.
Still manages to look happy in it!

If you look carefully at the edges of the rigid steel dress they're all rounded and smooth, so there won't be any serious cutting of the skin. Restraints that force the submissive into a fixed position aren't that uncommon in the kinky community. There are stocks, spreader bars, back bars, and so on.
The biggest concern with rigid toys is safety - if the person locked up starts to freak out, they have to be removed as fast as possible to minimize the emotional pain they are experiencing. Years ago I locked a submissive in a very small welded metal cage made out of 1" black pipe for the structure with concrete rebar as the cage bars. To fit inside, he had to "fold" himself tightly. It wasn't more than 30 seconds after the door latched that he started to lose his mind, even though he begged to be locked in the cage for reasons that don't matter for this discussion.
So, I went to unlock him immediately and the freaking skeleton key tang snapped off in the lock rendering the lock the spare key useless. He was removed us cutting the rebar on the top of the cage with a sawzall down the length.
Playing is fun, but safety always has to come first in both design and execution.
