Aqua regia will eat through any metal so there is no possibility that you can't be released. You will have to make a shield out of ceramic or glass and work in a half full bathtub of cold water but drop by drop you will be free and you can do it by yourself (I would recommend an assistant for increased safety)
I assume that by the lock is engraned that you mean the lock is enclosed or encapsulated inside the steel(?) material of the belt otherwise a competent locksmith would already have destroyed the lock to get you out.

Alternatively you could set up a Rotary tool (Dremel is a brand of home MA tools) and polish/grind your way through the metal (a silicon baking sheet slipped under the belt will protect from heating of the metal. tungsten Boron Carbide will be more effective than the more common Silicon Carbide (rouge will be largely useless unless you just want a mirror polish)

Titanium alloy Ti will look greyer (duller) than stainless steels and be very lightweight.
Cobalt chrome Co-Cr is very bright and shiny like jewelery and is very tough

Success! The belt is off, since a week ago. Oh my GOD!!! It's been such an emotional week.
The handywoman I was talking about earlier, Laura, she got it off me. I met up at her place almost every night after work and she would saw off a specific area of the wasteband a little bit at a time, with a dremel. She would put a small piece of wood between the belt and me, layering a piece of cloth between the wood and my skin.
