If in the USA or Canada the easiest supplier in my area for adhesive lined heat shrink is Fastenal. In my experience from buying stainless steel previously, the choice isn't always yours to make unless you look really hard. Many metal supply places stock only one type of stainless in most sizes. Ask around for stock types before getting too attached to one type.

Limited view as it may, my opinion is that that Igor's concern about metal quality isn't as much the problem with Chinese belts as is the final finishing steps that make the belt less likely to pinch or come apart. These can be fixed with intelligent application of rivets, crazy glue or heat shrink ...
